Important 2024 Planning Act change

Ontario amended the Planning Act so that current provisions for several planning application types state that the municipality or approval authority shall permit applicants to consult before submission. Older website material that says municipalities may universally require mandatory pre-consultation can therefore be misleading. Municipalities still have their own application workflows, and early consultation can remain very valuable even when it is not described as a province-wide mandatory step.

Common pre-consultation questions

Is pre-consultation mandatory in Ontario?

Not as a blanket province-wide statement. Current Planning Act wording requires municipalities/approval authorities to permit consultation for several planning application types. Local procedures should be confirmed.

Should I have final drawings before the meeting?

Usually no. A clear concept is enough to obtain useful early feedback, and keeping the design flexible makes it easier to respond.

Will staff approve the project at pre-consultation?

No. The meeting can identify issues and submission requirements, but formal decisions occur through the applicable statutory/approval process.

What can the municipality ask for?

Depending on the application, staff may identify planning, servicing, transportation, heritage, environmental, design or other supporting information needed for a complete submission.

Can 828 Design attend the meeting?

Yes where meeting attendance is included in the agreement. We can present/clarify the building and site design within our scope.

Does pre-consultation replace zoning feasibility?

No. A zoning/feasibility review before the meeting can help ensure the concept and questions are focused.
