Official Plan Amendment versus rezoning
The official plan establishes higher-level municipal land-use policy, while the zoning bylaw provides more detailed permitted uses and development standards. Some proposals require only zoning changes; others require both an Official Plan Amendment and Zoning By-law Amendment. Current Toronto applications continue to demonstrate that the two processes are often submitted and decided together on larger projects, but the need is property/project-specific.
Consultation is available under current law
Section 22 of the current Planning Act states that the municipality or planning board shall permit applicants to consult before submitting an Official Plan Amendment request. We use consultation strategically but do not misstate it as a universal mandatory prerequisite.
Use the final planning approval—not the original concept
If an OPA or related zoning amendment is approved in a revised form, every later site-plan and building-permit drawing should be developed from the final in-force planning framework and conditions.

When is an Official Plan Amendment needed?
When the proposed development conflicts with applicable official-plan policy in a way that requires the plan itself to be amended. A planning professional should confirm this for complex applications.
Can 828 Design write the planning justification report?

Is an OPA the same as rezoning?
No. They amend different levels of the municipal planning framework, although one development may require both.
