Retail Store Permit Design

Permit drawings for retail-store fit-outs, renovations and qualifying changes to customer-facing commercial space. We coordinate the sales floor, stock/support areas, exits, accessibility and affected building systems.

Quick answer: A retail fit-out can require a building permit when partitions, exits, washrooms, accessibility, structure or building systems are altered. The proposed retail use and zoning should be confirmed before construction.

What retail permit drawings can include

Depending on the unit and scope:

  • existing and proposed sales-floor/support-space plans
  • partition, door and interior construction information
  • exit and occupant-load information where required
  • barrier-free entrance, route, service-counter and washroom information where applicable
  • plumbing/HVAC coordination within applicable registered scope
  • permit application and municipal response support where included

What we review before the sales floor is finalized

Customer circulation and public access make the retail layout different from a staff-only office.

  • zoning/use and whether the existing unit is recognized for the proposed retail operation
  • entrance, exit and customer circulation
  • barrier-free path and public-facing service areas
  • washroom requirements for the building/project
  • stockroom, back-of-house and fire/life-safety conditions
  • storefront or sign changes requiring separate municipal approval

Retail permit versus sign permit

The tenant-renovation permit and storefront sign approval are often separate processes. We can coordinate the locations and façade information, but the sign must still comply with the municipality’s sign bylaw and permit process where applicable.

Common retail permit questions

Can I open a new store in a former retail unit without a permit?

Possibly if there is truly no permit-required construction and the use remains appropriate, but most fit-outs alter layouts or systems and should be reviewed.

Does a fitting room or stockroom need to appear on the permit plan?

Yes when it forms part of the proposed tenant layout. Room uses help establish circulation, exits and accessibility implications.

Can I move the entrance or storefront?

Exterior opening/storefront changes can affect structure, accessibility and separate municipal approvals.

Do retail counters have accessibility requirements?

Accessibility requirements can apply to public-facing service areas depending on the project and applicable rules.

Do I need a separate sign permit?

Often yes. Sign bylaws and sign permits are municipality-specific and separate from the tenant fit-out permit.

Can I use the landlord’s marketing plan for the city?

It can be useful background information but normally lacks the permit-specific construction and Code information needed for submission.

Coordinate merchandising changes that affect the permit

Movable merchandising is different from changing fixed walls, exits or approved circulation. If the built layout changes materially after permit issuance, review it before construction rather than assuming the approved plan still applies.
