What an assembly-space permit package can include
Depending on the building and applicable design scope:
- existing and proposed floor plans with assembly/support spaces identified
- occupant-load and exit information
- barrier-free/accessibility layouts
- washroom/plumbing coordination within applicable registered scope
- fire/life-safety information required for the permit
- coordination of structural/HVAC/mechanical information and separate professional input where required
What we review before an assembly layout is finalized
The number of people and how they gather drives many design decisions.
- zoning permission for the proposed religious/assembly use
- expected occupant load and seating/floor arrangement
- number, width and arrangement of exits
- barrier-free access and washroom requirements
- fire alarm/sprinkler and other base-building life-safety conditions
- parking, site or other municipal conditions that may affect the proposed use
Assembly use should be checked before leasing a former office or warehouse
A large open room is not automatically suitable for public gatherings. The new use can increase hazard and trigger change-of-use, exit, fire/life-safety and accessibility work. We recommend resolving that feasibility before relying on a proposed congregation or event capacity.
Common worship and assembly permit questions
Can a warehouse become a place of worship?
Potentially, but zoning, change of use, occupant load, exits, accessibility and fire/life-safety conditions need to be reviewed.
How many people can the space hold?
Occupant load depends on the approved use and layout; it should be calculated from the applicable rules rather than chosen only from room area or desired congregation size.
Do chairs need to appear on the permit plan?
The seating/floor arrangement can be relevant to occupant and exit review, so the permit drawings should represent the intended assembly layout where required.
Will more washrooms be required?
Possibly. Plumbing fixture requirements can change with use and occupant load.
Do we need a fire alarm or sprinkler upgrade?
That depends on the existing building and proposed use. Base-building life-safety systems must be reviewed for the actual project.
Can 828 Design handle larger or complex assembly buildings?
Only where the design activities fall within our applicable registered qualification. Otherwise the appropriate separately regulated design professional must take responsibility.
Operate within the approved occupancy and layout
After permit completion, the owner/operator should not assume that higher attendance, different room use or major seating/layout changes are automatically covered by the original approval. Material changes should be reviewed.
