Can I cut a door into the foundation and apply for a permit later?

No. The permit and structural design should be resolved before the foundation is altered.

Does a walkout automatically make a basement apartment legal?

No. A basement entrance is only one element. A dwelling unit has separate zoning, life-safety, exiting, fire, plumbing, HVAC and other requirements.

Will I need structural design for the new opening?

What about drainage at the bottom of the stairs?

Water management is a key design issue because the new stairwell creates an exterior low point beside the basement. The required solution depends on the site and municipal requirements.

Do I need a survey?
