Public-health requirements are separate from the building permit

Ontario Regulation 136/18 governs personal service settings and requires operators to notify the local medical officer of health before commencing operation; construction/additional services can also trigger public-health obligations. The regulation covers items such as setting conditions, equipment, hygiene and records. 828 Design coordinates the physical permit layout, while the operator remains responsible for public-health compliance.

Common salon, spa and barber permit questions

Can I open a salon in any retail unit?

No. Zoning/use and building conditions should be reviewed before assuming the unit is suitable.

Do shampoo sinks or pedicure stations affect the permit?

Yes. New plumbing fixtures and drains can trigger plumbing permit information and affect the floor layout.

Does a barber shop have the same requirements as a spa?

Not necessarily. The services offered can create different public-health, plumbing, ventilation and room needs.

Do I need to contact public health?

Operators of personal service settings have separate provincial/public-health obligations. The building permit does not replace those requirements.

Will the washroom need to be barrier-free?

Possibly, depending on the building and extent/type of renovation. We review the applicable project-specific requirement.

Can I start installing plumbing before the permit?

Permit-required plumbing and renovation work should wait until the required approvals are in place.

Coordinate service changes before adding equipment

If the business adds new personal services, sinks, treatment rooms or equipment after permit approval, the operator should check both permit and public-health implications before construction/installation.
